Trustee History

The history of the Board of Trustees for the Lone Star College System features several pivotal moments that shaped its development. The college, initially known as North Harris County Junior College, was founded on October 7, 1972. This establishment was a coordinated effort by citizens of the Aldine, Spring, and Humble school districts, led by Aldine superintendent W.W. Thorne. This initiative culminated in an election that created the "North Harris County Junior College District" and appointed the first seven members of the College Board of Trustees.

Key Historical Moments:

Early Efforts

In 1955, John Winship, superintendent of the Spring Independent School District, convened a meeting with area superintendents to discuss the creation of a junior college district. This meeting led to the formation of a Steering Committee with representatives from each school board, lay citizens, and district superintendents.

Formation and Election (October 7, 1972)

An election on October 7, 1972, revealed overwhelming support from the citizens of the Aldine, Spring, and Humble school districts. This led to the establishment of the North Harris County Junior College, now known as LSC-North Harris, the first higher education institution in northern Harris County. 

 

Initial Board of Trustees

The first Board of Trustees comprised representatives from area school boards and the community:

  • E.M. Wells (Spring) - first President of the Board, former Steering Committee co-chairman, and Spring ISD school board president.
  • Charles Phillip (Humble) - Steering Committee co-chairman.
  • M.M. “Rusty” Morris (Aldine)- former president of the Aldine ISD School Board, U.S. Army Air Corps veteran.
  • Hugh E. Dugan (Humble) - board member of Humble ISD.
  • Henry J. Doering (Spring) - worked for the U.S. Postal Service in Spring.
  • W.E. Crozier (Aldine) - vice president of Liberty Savings Association, resident of Aldine.
  • Lawrence Adams (Aldine) - vice president of Peden Industries, resident of Aldine.

Inaugural Meeting (October 12, 1972):

The Board held its inaugural organizational meeting. Initial trustees were sworn in, and key positions were established: E. M. Wells as President, Charles W. Philipp as Vice President, Lawrence K. Adams as Secretary, and W. E. Crozier as Assistant Secretary. This meeting included the formation of committees and the scheduling of regular monthly meetings, laying the foundation for the Board's operational structure.

Board Expansion (August 15, 1991)

The Board approved the expansion from seven to nine members to better address the growing needs of the district. Randolph Bates and Dan Hauser were appointed as the new trustees. They were formally sworn in on August 29, 1991, reflecting the Board's ongoing commitment to enhancing the Lone Star College System's governance while adapting to institutional changes.

Board Changes (October 10, 2013)

Transition to Single Member District: The Board transitioned to Single Member Districts for elections on October 10, 2013.

Election Date and Terms: The election date was shifted from May of odd-numbered years to November of even-numbered years, aligning with the federal election calendar. This change also adjusted Board members' terms to fit the new schedule.

Policy Updates: The Board's policy was revised to state that elections would be held every even-numbered year on the first Tuesday in November.
